These descriptions are for you to decide where you will find your best fit into the MAPP process. You may join wherever you think you may be a benefit regardless of the desired attributes. All of these committees will be assisted by the VISTA’s working with the health department. You can find more information on this site.

Steering Committee


Description: The Steering Committee is the overarching committee that oversees the entire community assessment.

Time Commitment: The Mobilizing for Action through Planning and Partnerships (MAPP) assessment will take approximately one year during which the Steering committee will oversee the MAPP Process. Meetings are expected to take place 1-2 a month. The community assessment is expected to be repeated every 3-5 years, and members may be asked to participate in the next assessment cycle.

Responsibilities of this Committee

-Orchestrate the processes of the visioning committee

-Keep vision and values identified by the visioning committee integrated throughout the MAPP process

-Supervise the progress of the 4 MAPP Assessment Committees: Community Health Status, Forces of Change, Local Public Health Status, Community Themes and Strengths

-Determine what issues are crucial to the community vision and the success of the public health system

-Manage and create subcommittees for each health related issue

-Someone who likes to work with the big picture

-Can manage several smaller committees at once

-Leadership experience



Visioning Committee

Description: The Visioning Committee is responsible for creating a future vision for the county in terms of how we want our community to look in 20-30 years. This vision will be integrated into each step of the MAPP process, and help determine what health concerns will be improved upon.

Time Commitment: Expected 4-6 weeks with 1-2 meetings a week.

Responsibilities of this committee

-Work with VISTA’S to create visioning process

-Identify other visioning efforts ex: Horizons

-Design visioning process with several visioning sessions

-Formulate vision and values statements

Community Themes and Strengths Committee

Description: This assessment gathers information on community thoughts and opinions about their health and community, quality of life issues, and community assets.

Time Commitment: Expected about 3 months, 2-4 meetings a month

Responsibilities of this Committee

-Gather thoughts and opinions about Jefferson County, including: quality of life, issues of importance, etc.

-Create a portrait of the community as seen through its committee

-Present findings to steering committee

Desired Attributes

-Those who want to express any concerns or comments

-Comfortable working with a variety of people with differing opinions



Description: Analyzes the effectiveness of the local public health department.

Time Commitment: Estimate for 2 months, at 1-2 meetings a week.

Responsibilities of this Committee

-Consider collective capacity, creates a list of resources for health needs

-Assess local program efficiencies and identifies resource needs based on the 10 Essential Public Health Services

-Present findings to steering committee

Desired Attributes

-Works in or has worked in a public health related field

-Knowledge of resources and programs in our community


Description: This committee collects health data to see what health issues are prevalent in our community.

Time Commitment: Estimated at 4 months with meetings 2-4 times a month.

Responsibilities of this Committee

-Gather and analyze information on demographics, health status (social, metal, maternal, etc.), quality of life, and risk factors

-Analyze and identify health issues and determining community standing compared to peer-communities, state, and the nation

-Present findings to steering committee

Desired Attributes

-Experience with statistics and information gathering



Description: This committee looks at what forces may impact our community, such as social forces or natural forces, and how we can respond to them.

Time Commitment: Estimated at 2 months with 2-4 meetings a month

Responsibilities of this Committee

-Identify forces, factors, or events that will influence the health of the community and threats or opportunities for each factor

-Look at the work of the local health system

-Present findings to steering committee

Desired Attributes

-Knowledge of social, economic, or natural factors affecting the community

-Familiar with policies and legislation

Description: The strategic issues committee will analyze findings from assessments and create overarching goals that will contribute to the creation of a community identified by the vision.

Time Commitment: Estimated at 2 months with weekly meetings

Responsibilities of this Community

- Discuss potential strategic issues including why they are important and urgency

-Create overarching goals from assessment findings

-Assign priority of issues

Desired Attributes

-Those who have experience with quality improvement or any other analysis improvement type plans


Description: A subcommittee will be created for each health related goal that is identified by the MAPP process and Steering Committee. Each Subcommittee will work towards a specific goal.

Time Commitment: About 4 months, with 2-4 meetings per month

Members of this Committee will

-Focus on one health concern identified during the community assessments

-Work on strategies and an action plan to address their health concern

-Present findings to steering committee

-Work to complete strategies agreed upon with the steering committee

-Evaluate success of completed actions, and consider further action or new strategies
